So the 15 restricted books from the event could all be blown on Foroum Quorum, or spread out over a number of other skills. What is the better use do you think?

I would hold off on Foroum Quorom for now. You want to be headed down to A Bird In Hand.
All the enhancements are useful but you need to keep stamina above 50% for FQ in order to use it and in the early part of the tree your stamina is low so you may end up using a lot of healing potions to stay above the 50% line.
